“History will produce new facts and new methods to investigate which will require further development of the principle.” – Lenin In consideration of the quoted synthesis of Lenin, today, Marxist-Leninists-Maoists communists need to answer two questions or contradictions. First, to solve the capitalistic state power developing in the post-imperialism and the second one is to provide the solution of the failed socialist state faced by the communists during the twentieth century. Both the contradictions have focused on two issues. First the question of the revolutionary political line to resolve post-imperialism and its agent of capitalism and second the question of philosophy and system that can successfully operate the scientific socialist state power. In both the questions, the core element to resolve the contradiction is related to the development of Marxism-Leninism-Maoism itself. Therefore, our conclusion is that holding firm to the MLM and developing it further has become a historic necessity today.   On development of the political line It has become important to develop the political line that can solve the post-imperialism. In the past, we have experienced two different political lines that the communists applied to defeat capitalism. The line of people’s revolt in Russia as applied by Lenin and the line of people’s war in China as applied by Mao. Besides that, Cuban revolution, Vietnamese revolution, Korean revolution are victorious political line applied in their particular area but all of them are contained under Russian and Chinese characteristics. During Lenin’s period, capitalism was developing to imperialism during the revolution in Russia. City was the centre of the capitalism and working class were laborers. Peasants do come under the working class but laborers and cities were in the centre of oppression. The struggle was between the owner and the worker’s class. The owners were directly involved in the state power operation. The large amount of laborers were working on industries. Lenin also referred the industries as ‘barrack’. Therefore, when Lenin made the political line of the revolution, the worker’s class inside the capitalism were made a decisive force and the peasants class were made a supporting force. The successful use of this line completed the revolution in Russia. Although the trend of the world during Mao’s revolution in China was capitalistic, feudal and semi-feudal economic and political system exists. China was one of that oppressed country. Although laborers were the working class in China, the main working class were the peasants. The major struggle were between the peasant and feudal. Villages were the centre of the peasants class. Therefore, the political line of the revolution to win over city by making village power base would be scientific. Mao developed the same thoughts by applying the people’s revolution in China, and it became successful. The world we live in and drawing a hypothesis of the revolution has totally changed. The world is in the different state of affairs than the synthesis drawn by Lenin and Mao during the imperialist world. With the development of post-imperialism new features have been added to world’s economic, political, cultural, technological etc areas. In this status, it is only possible to defeat post-imperialism and the agents of capitalism by creating new political line. Without the proper balance between the current state and the political line, revolution can only become be victim of imprudence. Trying to impose the impracticable political line in the newest current state is something like trying to solve the modern days electrical problems with the old days steam engine mechanism. In Mao’s term it is called the philosophy of “cutting the toes to fit the shoes”. When we are looking upon the importance of developing a new political line against post-imperialism, it is important to state about the new economic, political, cultural, technological characteristics of post-imperialism.   New sides developed in post-imperialism From the end of the 20th century, post-imperialism has developed. It means it has changed the economic, political, cultural relations to new favorable relationships. In order to hold to the new thoughts and developing a political line, it is important to understand the economic, political, cultural, technological etc alterations and relationships developed by the post-imperialism. These are; Development of new economic relations Development of new political relations Massive development of science and technology Development of military power Development of new society Development of new class Development of new culture Massive development of Information technology   Development of new economic relations The new development of post-imperialism has brought new characteristics in the economic relations. These characteristics are different than that of capitalist, imperialist and feudalist system. They are; Development of corporate capital Globalized and dynamic character iii. Use of coordinating feature Control over labor and resources Development of consumerist market   Development of corporate capital The development of corporate capital started from 1980s period. It is related to the new economic policy of imperialism. After the previous policies failed and became incomplete, the bourgeoisie developed the corporate capital in order to strengthen and spread its hegemony all over the world. The main trait of the corporate capital is to control over all the sectors through an integrated plan. It operates the capital production, exchange and distribution from the same place. It can either be industries, bank, market, advertisement, medium of information dissemination, the executive government, bureaucracy, or political parties, it operates the whole thing. The analysis shows that the making and operating of Barack Obama government and Narendra Modi government are also been controlled by the corporate capital. The election and the victory of Modi has been openly related with the Ambani group. The characteristics of the corporate capital can be compared to the hungry python that preys any living creature who comes near.   Globalized and dynamic character The another trait of post-imperialism is its globalized and dynamic character. It is active so fast that it has been operated in a way where it can reach any allocated location in any given time and return. If it is profitable, it reaches the remotest area of the world but if it is non-profitable, it can return from the well-developed city. For example: the structure of the bank designed in the USA, IME can reach the remote village of Humla in Nepal if its beneficial but it can retract from the capital city Kathmandu if it is not that advantageous. Profit is its main feature.   III. Use of coordinating feature The another feature of capital set by post-imperialism is its coordinating characteristic. The use of this feature has the impact of socialist economic policy. By learning from the experience that the accumulation of profit singlehandedly can lead to acute class struggle, it has used it as the method where they actually allocate little share of profit for the benefits of working-class. They have named it as ‘social welfare’. It intends to make profit without having to struggle. In some of the industries, the laborers get the share of the company in the name of collective ownership which has in reality legalized the oppression against the worker’s class. But the essence of this feature of coordinating leads to continuous accumulation of profit by the bourgeoisies.   Control over labor and resources Another trait of post-imperialism is to maintain control over the labor and resources of the whole world. The imperialist power has maintained the control over cheap labor and natural resources with any ideas and methods. For example: the underdeveloped and poor countries have cheap labors and the Middle East, Africa and Asia still have scattered amount of natural resources. The bourgeoisies from the imperialism make the laborers  from these countries to toil for cheapest wage. The wage that five labors from underdeveloped nations get is equivalent to that of the wage of one labor from the developed nation. Even the labor’s rights to organize, struggle and take part in politics is curtailed. In a way, they are treated like a modern day slave. On the other hand, the natural resources, oil, gas, water, mines from the underdeveloped nations are under control of imperialist nations. The American and European control over Arab oil mines and India’s control over the rivers of Nepal can be taken as an example.   Development of consumerist market Another trait of post-imperialist capital is the development of consumerist capital. They don’t have any concern if it benefits the people or not, whether or not it is good for the society, or it is healthy enough to consume or not. It only concerns about the optimum ways to make profit for the producers and the capitalist. For example; the food in the market, cosmetic products, various tonics, and other consumable goods are kept in the consumer’s perspective. If there is a product, there ought to be capital and profit. But it doesn’t concerns about the negative impact over the health and day to day life of the people. It has a dangerous implication on underdeveloped countries. Similarly, the characteristic of the capital turns people into more and more consumerist. It will attract newer generation to consume than to produce. Any products like garments, cell phones, watch, camera, laptop, kitchen wares, furniture etc. will be made consumption oriented than its usability, need and durability. This is associated only to accumulate a profit.   Development of new political relations There has been new development in political relations due to post-imperialism. These features are also different than that of political features of 20th century’s imperialist, capitalist and feudalist state. These features were developed by the imperialism after learning from the struggle against the socialist state power. Use of Competitive System Use of Individual Freedom iii. The Rule of Law Use of Inclusion, Proportional & Federalism Promotion of Human Rights Direct role of the International power   Use of Competitive System The essence of imperialism is fascism but the post-imperialism immensely promotes the competitive system. The capitalist thinker has defined this system as the system where the people have a vital role in operating the state power. They are trying to establish it as the competition between the superior ones and chosen by the election than the competition to operate the state power. We are aware that in whatever form the capitalism exists, it is a system with capitalist dictatorship; the system where the competition between capital and power exists more than the competition of the real people. According to statistics, even in the claimed ancient democratic system, the ruling power revolves around the few aristocratic class and their family members. However, they use the competitive system to legitimize their leadership.   Use of Individual Freedom Capitalists preaches the use of individual freedom inside the parliamentary political system. It is the right of the individual to choose what sort of policy and leadership, the system, and the lifestyle they want to pursue. They claim that the capitalist democracy can only offer this sort of freedom. The freedom where they get to become poor or rich, earn or doesn’t earn, lives in equitable or inequitable life, lives in comfort or discomfort, without the state interference. Some analysts state this sort of freedom as post-modernism.   III. The Rule of Law Capitalists has compared the parliamentary system as having the rule of law. The decisions and executions of the individual, organization and the state should be as provided by the constitution and the law. If the individual and organizational right is confiscated by the political decisions made by the state, then it will make the state totalitarian and dictatorial. Hence they opines that in order to prevent these mistakes the principle of rule of law should be employed. It has created a level of confusion in the public as well.   Inclusion, Proportional & Participatory system As a latest move of the post-imperialism, the equitable participation of all castes, indigenous people, minorities and marginalized communities has been promoted. They call it the principle of inclusion, proportional participation of caste and indigenous people. It has focused more on participation according to the divisions in various race, ethnicity and religion than the class wise participation. It is also claimed to be the new development and specialty of democracy. Lately, this has also put the people into confusion.   Protection of Human Rights The post-imperialism has recently been claiming protection of human rights as the specialty of democracy. Human rights is the rights of people to express, put their thoughts forward and to freely exercise their rights. No one should be denied from expressing their political, religious, ethnic, cultural, and communal thoughts and they are promoting that the people shouldn’t be violated from their minimum human rights. Besides that, they have been also promoting that the structure of human rights can only be secured in the democratic system. This has also created confusion among the people.   Interventional role of International power The thinkers of post-imperialism believes that the intervention of the international power is the specialty of democracy. They think that any political incidents shouldn’t be left independently and needs a closer handling of it by the international power. It means to have a intact control of all the political movements, struggles, resistances happening all over the world in the benefits and advantages of post-imperialism. Today, international power heads like America, Russia, Europe etc are having economic and military interventions in many other countries according to this policy. To the extent of diving the nation, running a genocide, and having a military bases on foreign lands. This scene has definitely created confusion over even to the people oppressed by these interventions.   Development of Science and Technology The massive growth of science and technology is another specialty developed during the post-imperialism era. Physical, biological and chemical sectors have developed immensely. The recent development on physics about the travel through the black hole, study of gravitational waves and investigational study about DNAs in biology are some of the achievements. Even the technological sector has reached to the never level of development. The rise of the digital era, developments in space technology, robots, information technology, and military technology are some of its indications.   Development of Military Power The ultra-modernization and developments in the military power is another specialty of post-imperialism. From the end of twentieth century, the land, marine, air and space have been highly dominated by the military. The military technologies are modernizing to the latest findings. The powerful nations are spending its most of the budget in military technologies and enhancing its power. Military power is considered as the world power. And this has also been the reason for the powerful nations to clash for the development and enhancement of its military strength. The development of Inter-continental missile technology, the invention of ultra-sonic planes, invention of modern ammunitions are some of its examples.   Devlopment of New Society The development of new society has become the social specialty of post-imperialism. There used to be villages and cities during the twentieth century. The difference between the city and village has been minimized vastly due to the modernization in the fields of transportation, information communication technology, electricity, culture, education, and economy after the development of capitalism. It has took the development of society to the new level. Many sociologists call it ‘Technological Era’ or ‘Post-modern society’ The village was the key character during the feudal system whereas the city became the main character in the capitalistic society. Today, the diminished distance between the city and village has taken the society to the different state. In a way it has become a civil society. The social order that was not a specialty during Mao’s period. The development of this order should be considered.   Development of new class relation The new developments between economic and political relations has also taken working class relation to the newer level. Today, there aren’t only labors and merchants, or peasants and landlords as defined by Marx and Lenin but there is a development of new working class which can be called as Educated Working class. To understand better, we also call it ‘new middle class’. Working class, especially industry laborers, were the most oppressed class during the period of Karl Marx. Labors were mostly related to the physical work. They used to for 18 hours and were under the oppression of the merchants and state. Today, the working class is not only limited to that particular boundary but has shifted to educated working class, the class which includes the educated force produced from  colleges and universities. Doctors, engineers, professors, lawyers, chartered accountants, and all the educated person fits in to this category. In the past, these forces were not counted in as a working class but due to the changed post-economic relation it has shifted to the working class. Although these forces make a good amount of wage, if they get a job, they still are forced to work under the master. This class is also named as a ‘new poor class’. In the past, industries and mines used to produce the working class whereas, today, universities and colleges has become a new centre that produce working class people. The contradiction of this class is also related to the state. It is a serious matter to consider.   Development of New Culture Due to the post-imperialism, new changes are visible in the culture as well. Its main features are extreme consumerist, broadly open and disorder oriented. Due to the influence of loot and profitable economic base, the culture and the progressive cultural practices has witnessed negative effects. The new generation has been solely turned to a consumerist. It has disintegrated the society, family, principles, morality, decency and good cultures. It has nurtured the culture that does everything for the economic profit.   Massive development of Information technology The post-imperialism is related to the massive development of information and technology. The state-controlled technologies has shifted to the independent organizational control and the access to the information technology has been viable to the public. The specialty of state run publications, press, radio technologies, television, newspapers has completely changed. The development of internet, cell phones, satellite technologies etc has made the society open, direct and rapid. Information communication, dissemination and promotion, internal relation, and knowing people has been possible in a minute which was not possible during Marx and Lenin’s period. Many information relation attached to legal boundary has become open these days. The time duration to complete the information cycle has reduced. Many indirect ways of communicating has become direct and live. It is a fact that the change and development in the information technology has transformed this world into a small city. This is the development which  needs to be understood and identified thoroughly in order to solve the post-imperialism.   Conclusion Above mentioned specialties of post-imperialism give a sense that the older political line will not be sufficient enough to solve the post-imperialism. A development of new political line is a necessary. We can conclude that after the study of these specialties that the political line should hold to new features. There are mainly six features that needs to be realized. A political line to grasp both village and city. To lead peasants, workers and educated working class To uphold science and technology To hold new economic policies To develop new political relations To provide new cultural recognition   Today, solving the political contradictions of post-imperialism is only possible by the political line that embrace these features. If we get lodged by the debate of either Russia’s ‘people’s struggle’ and China’s ‘people’s war’, then the revolution will be caught by the mechanical materialistic political line. Even if the revolution advances being between these political lines, there is a possibility of being isolated and fail due to attack by capitalist, imperialist elements. Therefore, it is important to develop a new political module by understanding and endorsing the sovereign importance of people’s struggle and people’s war. We have described this new political line as an ‘integrated revolution’ by adding Nepali features in it.   In reference to thoughts development in scientific socialist state After the failure of scientific socialist state and the development of post-imperialism, there is a need for a development of new thoughts to operate scientific socialist state. We have an experience of seven decades of running a socialist after defeating capitalism and semi-feudalism, semi-colonialism. From the Russian October revolution till the 70s of twentieth century, scientific socialist state was successful and popular. It represented the utmost level of civilization of the human race but after 90s the socialism filed unbelievably. First, scientific socialist state Soviet Union and East Europe had a recurrence of capitalism. Other remaining ‘socialist’ countries too started to transform it into new forms. By observing these events, the capitalist analysts and thinkers declared the defeat of the socialism forever. They also recited it as, “the end of the history”, “the end of the philosophical era”, and “the triumph of the parliamentary system”. The recurrence of capitalism in the former Soviet Union and the death of Mao in China has disturbed the course of the scientific socialist revolution. Even though the revolution in Phillipines started from 1978, Peru from 1983, Nepal from 1996, and in India from 1972 it hasn’t been successful. While the revolution in Phillipines, Turkey, India and Peru is still ongoing, it seems as for the continuation only. In Nepal, there is a necessity of re-organizing revolution after the capitulation of Prachanda-Baburam. Their betrayal was a major set-back for the revolutionary process in Nepal. Why did the scientific socialist states crumbled and why there is a interruption in the course of the revolution? Our opinion about this is that the weaknesses during the operation of the scientific socialist state is the main reason behind it collapsing. May be it was due to manipulations and infiltrations or conspiracies mapped by imperialist against the socialist state, or it may be deviation and defects in the leadership but they are not that significant. The main problem is the insufficiency of new policy and methods that needs to be developed after the establishment of the socialist state. Therefore, we need to focus our thoughts on two factors to solve the problems raised during the operation of scientific socialist state. Firstly, pointing out the flaws during the operation of socialist state and secondly the issues that needs to develop for the operation of it.   Weaknesses witnessed in the operation of the Socialist State. After studying and inspecting the Russian socialist state to many other socialist states, there are some crucial problems in the operation. They are; Flaws of political sector The weaknesses of the economic sector III. International policy and error in its operation Problem in cultural issues.   Flaws in political state operation After the establishment of scientific socialism some problems seem to have come during its operation. Particularly, after the demise of Lenin and while exercising new practices there was a operational problem in its concept, method and system. Problem in implementation of the philosophy Problem in operating socialist state iii. Problem in the system of state operation.   Problem in implementation of philosophy in the state. There was a flaw during implementing principles like ‘State is the suppressing device for the enemy’, and ‘the class state makes the proletariat dictatorship obligatory’. After the untimely death of the main leader of the socialist revolution comrade Lenin, there was a lack of development of the entire system to run the socialist state. Comrade Stalin took over the responsibility to complete the revolution from the middle of the process. The socialist state lived until the demise of comrade Stalin and after he passed away there appeared a deviation in the state operation but nobody could understand the deviation. The absence of philosophy that can identify the deviation lacked. Comrade Mao tried to develop the opinion about scientific state operation. Although he tried to present views through the great debate and the cultural revolution, most of other socialist states followed the Russian path. The death of Mao brought halt to this process.   Problem in system of Socialist State operation. After the establishment of the socialist state, the problem emerged in the system during its operation. There was a lack of clear understanding to assure the capable and class leader to the power and to make people feel their ownership towards the state. That is why the relation between the people and the state never became friendly. In fact, it turned into the master and the servant like relation. People stood against the state and made people revolt against the it.   iii. Problem in the system of state operation. The weakest after the establishment of the scientific socialist state was the system of state operation. The sum of power structures, selection of people’s representatives, house of representative, government making process, finding the leadership, and the validity of change makes state operating system. Socialism lacks the clearly managed organization like this. All these features seemed to be suppressed in the name of vanguard of the proletariat and the dictatorship of the proletariat. Without people’s election and people’s amendments, there arose the situation where the leaders continued to hold the leadership. The unfriendly contradictions between the people and state raised due to lack of participation in the election of representatives, sense of negation for people’s amendments in communists leaders, centralization of the government head in one particular person and to indulge more in state centered struggle than philosophical work. This contradiction had led to recurrence of the capitalism rather than guiding socialism to the communism.   The problem in economic system The second main reason for the scientific socialism to fail was the problem in economic system. “The philosophy of the communists can be summarized to a single sentence – the elimination of personal property.” as Lenin told to the socialist leaders guided by this philosophy, “but it needs a long span of time and in order to achieve that huge step needs to be taken to develop production force.” This has been neglected so far. As a result there has been major weaknesses in the economic sector. Unbalanced relation towards public’s private life. Unclear between private capital and communal capital. Problem to differentiate between the royal capital and the bureaucratic capital. Lack of transparency of leader’s economic being. Lack of sustainable plan towards socialist capital competition Due to these weaknesses of socialism, it hasn’t been able to solve and uplift the class based inequalities that prevailed in the society rather it people has been confused and dejected towards socialism. People became disappointed towards their representatives and the environment of struggle against them became possible. It is unfortunate that when the capitalist system recurred in the socialist state the bunch of millionaires and billionaires arose from it. It shows that the socialist state had that weaknesses as stated above.   III. Flaws in international policy and relations The latest mistake socialist states performed was in the field of international policy and relations. Theoretically, communist party and socialism are internationalists which Marx, Lenin and Mao effectively put into practice. But after the death of Stalin, Mao faced difficulties. And after the death of Mao, the international relations of the communist movement started to break down. The socialist states and the communist leaders started to become blind-nationalist which led to shutting down of immense possibilities of understanding and resolving the problem from the international level. On the other hand, many nations with greater possibility of achieving the socialist and people’s revolution also crumbled due to lack of international support.   Lack of cultural policy Another fault in scientific socialism lies in the socialist culture. Even though knowing that the culture is a powerful means of the state, socialism failed to develop, internationalize, and spread to the general people. As a result, it got entrapped in the capitalistic culture. That is why the socialist states faced counterrevolutionary activities and even the recurrence of capitalism.   Aspects that need to be developed in scientific socialist state operation For scientific socialist state to be effective some important aspects in its operation needs to be developed. There has been major weaknesses during the operation of the socialist states in twentieth century. Although being philosophically and ideologically correct, it failed due to the lack of clear vision in operation of economic, political, cultural methods and systems. This has resulted in return of capitalism in all the former socialist state but capitalism hasn’t made people contented and peaceful. Therefore, it is important to correct the flaws spotted in socialist state operation through a new notion. Mainly these sectors need to be considered while developing a concept and system. They are; Economic sector Political sector Cultural sector Technical sector   Development in economic sector Development in economic sector is an important part for the success of socialist state. The weaknesses made by socialism in the past and the illusions created by capitalism needs to set right by developing in the economic sector. These issues needs to be taken in consideration while working on it; Concept about production of capital Relation between private and public capital iii. Freedom of private capital Capital transparency Competition of capital.   Development of the concept about production of capital It is important to develop the concept of production of capital in the socialist state. It is a primary need for the success of scientific socialism. If oppression is added in production of capital it becomes capitalism and if oppression is omitted in production of capital it becomes socialism. For society to prosper, the development of capital is a necessity and oppression is futile. Without a strong and prospered socialist capital it is not viable to win the competition against imperialism. With the prospered socialist capital and need of the people, it is possible to defeat the monopoly and oppressing capitalist capital in the international market.   Scientific management of private capital and communal capital It is important to scientifically manage private and communal capital in the scientific socialism. Private capital comes with oppression and profit orientation whereas communal capital aims at communal prosperity but the private capital won’t end at the early stage of socialism. The production of communal capital should hold a leading role and the private capital should support with exercising its freedom. It is true what Marx mentioned about the elimination of private property  but it is also true what Lenin added about requirement of long span of time to do so. He said, ‘Work according to capacity, wage according to work’, which means that the private property will not end in the early stage of socialism. This needs to solved analyzing every steps. There shouldn’t be adversities to the people inside the communal prosperity rather the prosperity of private life becomes the prime basis. Therefore, revoking the misrepresentation about socialism, we must put forward the policy to promote the prosperity of private life and lead it to the communal prosperous life.   iii. Use of private capital freedom In the scientific socialism, the freedom of private capital should be managed scientifically. Due to the weakness in communalism carried out during twentieth century, capitalists has spread illusion about socialism not having freedom of private capital. To begin with, the eliminate of private capital at early stage of socialism is a false claim. The correction of the weaknesses carried out in Russia and Eastern Europe and developing it further is a second part. According to Marx, socialism will liberate from all sort of oppression and build a new life. Lenin also has clearly stated about preliminary economic policy where work is designated according to capacity and wage is given according to work. Likewise, Mao also allocated the private backyard for the people in commune to grow and eat food as they will. It is very important to remember all these thoughts. The problems spotted about the private property in socialism needs to be solved. Private ownership and public ownership should build a scientific relation. The private ownership needs to be eliminated after lifting the level of public ownership to the level of private one. Without the prosperous life, private ownership is impossible. The prosperity of public life will automatically eradicate the private property. That would be the state of communism.   Transparent mobilization of capital The twentieth century’s socialism has a dissonance between the economic life and philosophy. The economic life which ran under the state couldn’t become transparent. In the name of being a leader of proletariat class and communalism, the life of the leader became non transparent. Despite the motto of socialism and communalism, the bourgeois class nurtured in the state power.  The new class struggle emerged as the gap between the people and the ruler widened. For this reason the socialist state collapsed. Surprisingly, the communist party led the struggle against the state and after the collapse of socialism and recurrence of capitalism the bourgeoisies arose from the system that had just fallen down. To solve these problems in the future means that the system of socialist leadership shouldn’t be abstract and non-transparent. A leader should get a wage as much as a labor would get and must adopt the appropriate economic life which should be transparent in front of the people. The state shouldn’t be the means to produce new elite class rather it should be the ideal base to dissolve the class.   International competition of capital The capital of scientific socialism should stride through the equality and competitive policy. Until the domination of world economic system and capitalist economy remains, scientific socialist capital should also compete in the international market. The scientific socialism should provide optimum economic service to their people and defeat the outer economy through competition. The policy of equality should be applied in socialism whereas the policy of competition should be applied to the outer force.   Development in political sector Another sector that needs to be developed in the scientific socialism is the political sector. Political problems and reasons play vital role in deteriorating socialism. These problems are not only the problems in practical level. Marx has synthesized the failure of Paris Commune as the problem in the implementation part of the proletarian dictatorship. After him, Lenin, Stalin and Mao too applied this synthesis successfully. But at the newer level the new political problems emerged. It means, the new thoughts should be developed by learning from Chinese module to retrieve scientific socialism and succeed. These points need to be taken into consideration; Development of philosophical thought of state. Direct election of people’s representative iii. Proportional and Inclusive representation in the assembly To ensure right to recall   Development of philosophical understanding in state There is a need for the development of new synthesis about the state beyond that as Marx, Lenin, and Mao has described. Rather than considering state as a dynamic item, the problem lies in accepting it as a stable, rooted and a form of continuation. That is why socialism got deviated and disrupted than to develop according to the time. Rather than making the socialist state serve the people, it became the means to help return back to capitalism.   Direct election of people’s representative There is a need for the development of a method to unite the people and the state. To do so, the people needs to have a right to choose and elect the representative to operate the scientific socialist state. The ones who are qualified to get elected by the people are elected, the people have a direct ownership and supervision over the state. The representative who runs the state mechanism shouldn’t have different method to get elected. Capitalists accuse communists to neglect the people’s verdict or select the representative randomly. But that is not the truth. The truth is that the communists believe in having people’s state power with direct participation of the working class. In this regard, the appraisal made by Marx about the direct election of all the ministers from the people during Paris Commune and the constituent assembly’s election carried out after the October revolution by Lenin are some examples to bear in mind.   iii. Proportional representation of the oppressed community In the scientific socialism it is important to have a proportional representation of oppressed community in the state run by the oppressed. It is important to incorporate various social relations in the state power despite the economic relation gives the centralized expression. There will be many communities, shadowed under the class hegemony, that are denied from the operation of the state mechanism for a long time; they need to be included. Only after accommodating every oppressed class and communities can direct to the path to communism.   Right to recall The power of the working class should be effective to operate the state mechanism. In socialism should guarantee the right to recall where any representative or the government appointee who doesn’t commit their work right can be asked to return. This right needs to put into action and not only on words.   Development in cultural sector Relation between people’s culture and the commercial one. Expansion of international culture.   Development of people’s culture Cultural matter should be well organized and operated in socialism. Culture determines the way of life of people, thoughts, behavior and their daily activities. Socialist culture motivates people to think and work for the betterment of mankind. It carries out entertainment and awareness together. Therefore, people’s culture and socialist culture needs to go hand-in-hand in socialism.   Development of international culture After all, communist culture is an international culture. Cultures from any part of the world invented by working class people during class struggle, political struggle and struggle for the production are people’s culture. Today, many working class cultures are made during the struggle against post-imperialism. All the cultures of people needs to be interrelated with each other.   Leadership development Leadership plays vital role in making scientific socialism successful. Selecting, building and developing a leader is every important. The firm concept about socialist leadership must be developed. Leader’s organizational norms, institutional and operational roles must be clear. These are the main topics; Development of institutional mechanisms Competitive freedom   Development of institutional mechanisms Institutional leadership system must be developed within the scientific socialism. Issues like attaining power, responsibilities after being in the power, leadership period, etc should be the institutional norms. It deepens the relation between the public and leadership.   Competitive freedom in communist party It is necessary to develop two types of system in order to operate the communist party. The first one is policy making leadership and the second one is organization operating leadership. The first one is more important as the policy made by him strengthens socialism and leads the way towards communism. Therefore, it should be more investigative and service-oriented. Organizational leadership is relatively dynamic. Here, the system of leaders-pick-leader and cadres-pick-cadre must be applied. In doing so, the organization must develop competitive values. It solves the bureaucratic and anarchist problems spotted in socialism. Besides, it also hold the strategic process to attain communism.   Conclusion   Imperialism has developed into post-imperialism. The entire sectors of economic, political, technical, cultural, military sector has developed new characteristics. The scientific socialism had to face the failure at the end of twentieth century. The capitalist thinker has put forward capitalist parliamentary system as a system without alternative. They also claim that the socialism is a history and reiterates the ‘end of history’. But the imperialism remains. No matter how much they enchant about freedom, democracy and prosperity, the summary of post-imperialism is always oppression and profit. Its character is discrimination, harassment, destruction, disturbance, and war. We cannot even imagine the human society of liberation, freedom, independence and peace until the capitalism exists. We need to resolve the post-imperialism era. We must solve the features it has developed and the problems occurred in the world revolution. For that, we need to develop a revolutionary political line. It can be developed by internalizing the teachings of people’s movement and people’s war. We have added Nepali features in the political line and hence synthesized as ‘Integrated Revolution’. We have to resolve the setbacks experienced by the scientific socialism. It is important to succeed over post-imperialism and crony capitalism. There are internal reasons and weaknesses behind the failure of scientific socialism which are possible to understand and resolve. For that we need to develop a new thought and system to operate the socialist state power. Many revolutionary communists around the world are working on it too. The development of new thoughts in not anyone’s subjective will but the necessity of today’s world. A group of communist doesn’t even want to listen to the word ‘development’ when it comes to development of new thoughts whereas another group is set to leave the Marxism-Leninism-Maoism philosophy. But the gist of development of the new thoughts is completely different from both views. We neither can suspend the fundamental values of MLM thoughts nor can limit ourselves by memorizing and reiterating same words and quotes from the history. Scientific socialism is a science and being a science it cannot escape from the fundamentals of scientific socialism or can just stick to old terminologies. It grasp the essence of MLM thoughts and pursue the road of its development. Although the development of new thoughts is difficult but it is not impossible. We must work for the future of scientific socialism.
